For one thing, make sure batteries are installed, and installed properly according to the polarity markings. The manufacturer has NO DIRECTIONS for such, and that is certainly delinquent on that. On the batteries, unscrew the top black piece -- turn hard if necessary, but it will come off. Batteries go in the hole. Then make sure black piece is screwed back on tight.
