So they simply couldn't fit all the English text in the game without ASM modifications or something. This was years ago though so that might have changed and someone might have worked on it. I also heard someone (maybe the same person) was gonna take the English text from the non professional English version and put it in the Japanese professional version resulting in only the new content being untranslated.
